ELS betting licence ban in Ethiopia

The ELS betting licence ban is a dated legal event. It is not a vibe and not a rumour that "shops might still be open." On 15 December 2025 (Tahsass 06, 2018 E.C.) the Ethiopian Lottery Service revoked the licences of all sports-betting organisations it had licensed. The notice is a class wipe: online, agents, physical premises, any other manner.

This page is the licence fact. It does not replace the home page or the list. Those pages exist because players still meet offshore cashiers. This page exists so nobody captions those cashiers as ELS.

What the notice said

  • All sports-betting licences issued by ELS were revoked from that date.
  • The order reaches online play, agents, shops, and any other manner.
  • New bets were to stop.
  • Money Deposit Gateway activity for those organisations was to cease.
  • Banks, payment-instrument issuers, and payment-system operators were directed to block or suspend financial movement of betting organisations.

That last bullet is why a Telebirr or CBE Birr page on this site can describe a wallet and still tell you to stop when the payment fails. The wallet product did not become a regulator.

What "ethiopia betting ban" does and does not mean

It means the local ELS sports-betting licence class is gone. It does not mean Ethio Telecom deleted Telebirr. It does not mean every offshore website vanished. It does not mean a National Lottery digital lottery product is now your sportsbook.

Players still search "legal betting ethiopia 2026" and "is betting legal in ethiopia." Honest answer: there is no live ELS sportsbook licence on our grid. Offshore operators may still take accounts. That is not ELS legalisation. Curacao 365/JAZ on an About page is Curacao. It is not Addis.

We do not list Telebet as a licensed ELS sportsbook. Those two facts can sit together without lying.

NLA lottery products that accept Telebirr remain lottery. Do not park them in the empty ELS sportsbook slot on the list.

Offshore cashiers after a local wipe

After a class revocation, marketing pages get louder, not quieter. They keep Ethiopian flags and Telebirr logos. Our job is the opposite: keep the licence sentence boring and true. A partner cashier can list Ethiopian wallets on the cashier we checked and still be Bettor IO N.V. under Curacao. Megapari can publish an Ethiopia deposit guide and still not be ELS. Telebet can print aggregators and still show expired local framing in a footer.

What players still mix up after reading the date

Three mix-ups survive every short ban explainer. This longer page exists to kill them.

Mix-up one: "shops closed, so online is the legal leftover." The notice names online in the same breath as agents and physical premises. Online was not spared as a loophole. If an offshore site still loads, that is offshore availability, not ELS leftover legalisation.

Mix-up two: "Telebirr still works, so betting is allowed." Telebirr is Ethio Telecom mobile money. Wallets can pay merchants that are allowed. They can also refuse betting merchants after banks and payment operators were told to interrupt that traffic. A successful grocery pay does not prove a successful sports stake. A successful sports stake on an offshore cashier does not prove ELS paper.

Mix-up three: "Telebet shows a licence number, so ELS is not really gone." The footer number is NLA ስ/ው/ብሎ/29/2016. Old National Lottery Administration paper. After 15 December 2025 it is not a live ELS sports-betting licence. We still cite Telebet for HTML payment strings. We do not caption it licensed local sport.
